ANY place where folks are living are going to have an attraction to insects -- like houseflies, fleas, ants, roaches, etc (even if you have no pets on the premises). Talk to your dorm manager (or apartment manager) 1st -- see if they will get your place fumigated. Otherwise, go to the local discounter store (or grocery) and purchase a household insect killer spray -- and spray around the windows, around doors, around where water pipes enter the bathrooms/sinks, under the sinks, and around the appliances. Do this every other month or so -- just not directly on electrical outlets or near open flames.

Someone had a pet (dog or cat) in your room before you got there. Fleas lay eggs in carpets & baseboards & can live for months without feeding. Hang a light bulb a foot above the floor in the middle of your room & place a pot filled with water directly underneath. Turn off the rest of the lights & leave the room(fleas are atracted to heat & movement).The next day check your water filled pot & count the buggers floating on top. If your wondering how this works the fleas are attracted to the light & warmth of the bulb & jump towards it thus landing in the pot & drowning. If that don't work use chemicals everyone else does.

Fleas can feed off human skin as well. They could have come from home or from your room mates home that has animals. The can travel on clothing, suitcases, etc.
As far as getting rid of them well.....I would get the person in charge of the dorms to come look and they make the call. You may need to fumigate the dorms. If this is the case I think everyone will have to leave for a few days.

Maybe someone who lives in the dorms has a pet at home with fleas. This person might have gone home for a weekend, picked up the fleas and brought them into the dorm. Eventually they wound up on someone you know and then in your room.
BTW, yes they do have something to feed on. YOU!

Flea eggs can stay dormat for somthing like 1 yr. They hatch by feeling the vibrations of a moving object which would be you.
Fleas eat dry skin, humans have this so we are the same as cats and dogs to them. Cure: Vacume the place then sprinkle flea killer and vacume again.
They could also be coming in on sombodys cloths, do any of your friends have pets? if so tell them they might have a flea prob on their hands ;)

Someone could be lying about not having a pet. Besides fleas can be anywhere even though there aren't any pets about. Be careful if walk across the lawns then into your dorm. If you find more, you might tell someone so that they can spray the lawns or something.

Are you sure they are fleas and not gnats? Of course fleas can live in the carpet, if this is the case you wiill most likely have to call an exterminator to get rid of them for good.

Even though you don't have any pets, You can still have fleas, They can jump on your pants or shoes from the grass,that is how many dogs and cats get fleas.

They have you ..... and they could have been brought in on your shoes. Fleas are very bad this year.
You can get some flea / tick spray if you think it is an isolated problem, but otherwise, the apartment should be fogged.

Fleas are either coming in from outside or there from previous tenants. Try bombing the place. If they come back ask that the outside of your building be exterminated.
