All sensors,thermostat,water pump,and relays have all been replaced. Took one relay out and replaced with another, it worked a couple of times fine. won't come on agian.

There can be many reasons the cooling fan don't operate
things to check in order would be,, the fan itself.. does it turn?
is it plugged in?,,, Check your fuses.. if the car has only one fan,, and has factory installed a/c you can try & turn on the a/c and the fan should start allmost right after starting up the A/c system.if the fan runs with the a/c turned on,, your problem will be in the cooling fan temp sensor in the thermostat housing,, there is a controll module next to the battery,, this is a little black box with a wide electrical connector,, that has a 8mm headed bolt to reatain the connection... like I mentioned in the start here there can be many reasons for your problem here,, You can try some of these thing's I mentioned here but you really need a fair amount of knowlage of this system tp properly diagnoss the heart of the problem. without knowing what if anything you have might have tried here I could go all night explaining the workings of this system... I would be more than happy to help you walk thru this if you like

It sounds like you've replaced everything. Have you thought about that you might have a bad fan and motor assembly. If you've replaced the relay, the moment you removed it to change it out the fan should have came on instantly because it is hook up direct to the battery and the relay all it does is telles it to turn on from the temperature sensor when your engine is getting hot.

Perhaps the engine temp isnt high enough for it to switch on.The engine gets most of its cooling by forward motion.The cooling fan should only be on when vehicle is going slow or stationary.

If the relays were bought at a part's store, they are probably not good.

check the connector going into the relay for corrosion or loose terminals

the only thing left is the fan motor or a fusible link in the wiring harness
