Kellen Winslow Sr. was by far the best tight end because of his size and speed.
However, the tight end that had the biggest impact on the game was John Mackey of the Baltimore Colts. He revised the way the position was played. Before him, tight ends were just another blocker on the line. He was a great player for his time, but had no where near the ability of Kellen Winslow.

The Tight End position was only a blocking position until the 70s. And still TE wern't great receiver until the 80s. So my best TE ever would have to be Kevin Wilslow.

I cant say who is in history as I am only 35 and can not form an opinion on people I didnt see play, and that there is only limited video of, but I would say Winslow or Shannon Sharpe. Although Sharpe is horrible as a TV guy, his brother Sterling was so much better, better than that idiot Irving too.

I think Ozzie Newsome, Kellen Winslow Sr., Shannon Sharpe, Ben Coates was pretty good too. They all have their own era, kinda hard to compare.

As far as the record books go I couldn't tell you, but for me, it's a toss up between Ditka (Bears) and Winslow (Chargers) with Dave Casper (Oakland) right there.
