most states are no fault states
she does need to sign anything
all you neeed is proof of service
that will satisfy the court that she has been served
and you can go on without her in the proceedings
and a judgement will be rendered in your favor ( if she does not appear to contest the divorce ).
but you did not mention how long you were married
weather or not you have any aquired assests
or any children
if you were married less than 5 years
no community assests
and no children
you can file an uncontested divorce
and you will get a default judgement since
she cannot contest it
as most states ( except NY ) are no fault states.

I don't know where my ex is either, they said they would just send the notice to his last known address (she probably forwarded his mail) give him x number of days to respond, i think attempts had to be made twice but then its just granted anyway. Besides you have proof that she got the papers once already, failing to sign them doesn't keep the divorce from being granted, it just keeps her from having any say in the matter.

You may have to have her served by publication in the newspaper. Contact your local court for information on how to do this. Or, you can hire a special process server/private investigator to track her down and personally serve her. Either way, it's going to cost you more money.

if she is employed, contact her at work. Try her friends, relatives, etc. You may have to enlist the help of your attorney in locating her or what to do next. Good luck!

tell your lawyer what happened and then precede on with the divorce --- you can still divorce someone even if they don't sign the papers.
