It depends on the amusement park. For the most part, the answer is YES because it is an insurance requirement. If something happened and the adult fell off and was injured, the insurance company is the one who pays the victims in a lawsuit. For that reason, most amusement parks will require all riders, regardless of age, to wear seatbelts on any ride equipped with seat belts.

sometimes-even if you go to a place where you've had to wear the seatbelts before, the people who are operating the ride have the choice. if they see you not wearing it, they may or may not ask you to put on your seatbelt...

Yes though they dont check it that much it's for insurance purposes.
