who would i take a net ten phone to to get a plan on it i dont know who owns net 10 and its not on there site?

If it's "unlocked" which means it can be used on any network, then go wherever you want. Usually however, a phone is locked to a certain network and can only operate on that network. If you don't know just go to a cell phone store and tell them you want to use that phone. Make them figure it out.
