This is in Illinois. He is collecting unemployment and working part time- but he is only allowed to work 22 hrs a week or less while he is collecting. Does anyone know why this is allowed? Can anybody do this? There is no info that I can find on the IDES site.

Like most states, he is allowed to work part time, but he will only receive partial benefits. His unemployment rate is calculated for full time unemployment and part time unemployment. Look at it like this, a construction worker, usually works in good weather when its realy cold they dont work, they are allowed to claim unemployment for the weeks they dont work and if they do work pt that will be a different benefit payment.
