If you mean those boxes that are attached to your home or near your driveway? or on your property easement, they are suppose to remain gray, as they are city and/or utility properties.
Electrical, phone and all meter frames and housings are painted gray.
In fact, even if a home owner doesn't like those big junction boxes (waste-water level stations) that the water treatment plants put in your yard and you think you can somehow camouflage them by planting flowers or shrubs? Think again, they won't even ask you to remove them, they will just remove them for you the first time a city worker is called out to check the monitor.

Yes, but turn of the electricity before you start painting it if it has any exposed outlets. I don't suppose it does though since it's a junction box. Paint it. No problem.

I would not paint the junction box. It might be color coded. Plus anytime you put moisture on any type of electrical wiring you might get the shock of your life--literally.

There isn't a safety issue in painting the outside (only) of the meter loop, but check with your local electric supplier. If you are allowed to I would use a spray paint for better results.

they are usually galvanized, so you'll have to use a primer, first, or else many coats to get it even. No problem with codes. Fuse boxes, however, require that you do not paint over any manufacturer's label.
