If this is not a submersible well pump ( located down the well), read on.
If the line has been properly primed from the pump all the way down to the foot valve, it ought to start pumping. Two things come to mind here.
1/ The connection on the front of the pump (suction line going to the well) has been disturbed and is introducing air into the suction. Check that connection and tighten any clamp on the black pipe. If you hear a bubbling, sucking sound, after trying to prime it and shutting it down, that's your issue. A suction leak.
2/ Running the pump dry has burned out the shaft seal (pump now needs professional repair)
3/ The foot valve (one way valve at the end of the pipe in the well) is stuck in the open position, letting whatever water you pour in to prime the pump, flow all the way down and out the valve, accomplishing nothing in helping you prime the pump.
Your priming port will be a small threaded plug on the top of the pump housing. Unthread it and fill with water to overflowing. Tighten. Turn pump on, let run for a minute. If not pumping repeat. This may take a long time, depending on the length of run between your house and the foot valve in the well.

you may not have gotten a good seal on the repair and it cant make a vaccum to suck up the water.
