In a single decision they were able cut the number of public restrooms in half, saving millions in federal funds. These surplus funds could then be used to make complicated voting machines that the folks in Florida would not be able to understand.

The question is a bit disingenuous, to ask the question you must be familiar with the answer.

Because the law is what the Supremes say it is. Every truely significant societal change pretty much comes from the supremes. They of course change over time. Some justices follow what they call original intent, or the law is what ever it was in 1787. Other Justices believe that the law is a living thing that evolves along with society and therefore need to be interpreted in the context of the present day.
The 2nd amendment is a good example. Original intent was to insure that citizens could revolt against an unjust government. So does everyone have the right to bear a musket or a nuclear warhead?

Ach! Plessy v. Furgeson said that separate but equal schools for blacks and whites is constitutional. It was overturned by Brown v. Board of education that said that schools had to be open to blacks and whites. I don't know what more to say other than I think that the Supreme Court was right to overturn Plessy because it was racist!
