It refers to atmospheric pressure, measured in inches or millibars. This refers to a barometer showing readings, similar to a thermometer, but of pressure, not temperature, with mercury in a tube that rises and falls accordingly. The air surrounding us is constantly moving and heating unproportionately. When the air pressure rises, it means that the air mass surrounding you is stable and nice weather is assured due to the rising air causing the higher pressure. When the barometer falls, it means the air mass surrounding you is unstable and due to less pressure, the air is sinking, and results in the moisture within the air condensing into storms and rain.

Barometric pressure also called atmospheric pressure, that is the force of a column of air exerted directly above a certain area. When the meteorologist say the barometric pressure is falling or rising it actually mean the pressure above you is falling or rising.

it is mainly for pilots...they need to know it because it affects their instruments altitude readout...If they have the wrong one, their altitude could be WAY off...and that would not be good.
