I don't know, but get at least 3-4 bids, and find out EXACTLY what each bidder is going to do to fix the foundation. Look for a competition of IDEAS.
Don't necessarily take the lowest bid. Find out what warranty each will give you.

Beware of the guy with the brokendown truck and a tar bucket.

If you just want to fix the cracks in the brick walls, and not worry why they cracked (if you are selling the house), you can just get them "tuck pointed". Generally tuck pointing costs about 80 cents a sq ft of wall space. If you want to fix the settling that caused the cracking you might need a foundation expert that knows how to "lift" the foundation back to it's original position. They can be expensive but are well worth it. Figure about 2 thousand dollars per exterior wall, if they aren't too long. Good luck

Depends on the ground conditions and the location of the settling. Could be expensive. I would say (rough ball park) between 5 and 15 thousand. But may vary greatly depending on the conditions.

Not enough information.

You will need a building permit to make foundation repairs.

If I were the building official, depending on many varialbles, I might require that a structural engineer design it.
