I grow garlic every year. It likes well-drained soil, and lots of sun.
I just buy garlic cloves from the grocery in the fall. Then separate them into individual cloves. Plant them butt-down, tip up, so they are sitting about 4 inches down. (do this anytime in the fall - just like you plant fall bulbs)
They're the first things that start growing in the garden. I see the green shotts coming up in Jan, sometimes in Dec., though they don't grow much when it's cold.
Then the following summer, in late June, early July, when the tops die back about halfway, you DIG 'EM UP!
And each individual clove will have become an entire bulb of garlic. Easy. Cheap. Yummy.

I think you put toothpicks in the side and hang the roots into water until it has enough roots to plant.. then plant the roots and bulb in dirt
