Good question.

Instead of listing everyone in the universe who might be like the person above. I will single out a few very likely contenders.

Dusty Rhodes (WWE DVD = 2:3 odds)
Jake the snake Roberts (Same as above)
Rocky Johnson (The Rock's Dad takes his place next to Tony Atlas = 5:1 odds)
Ricky Steamboat (Pioneer of high flying, fast paced wrestling, best Wrestlemania match of all time, I-C champ, NWA world champ = 3:1 odds)
Jim The Anvil Neidhart (Bret's Partner goes in. Would be a classy move to have the whole Hart Foundation in = 8:1 odds)

Deceased Possibilities:

Owen Hart
Big Boss Man
Rick Rude

Of the above, I'm thinking probably just Owen.

My sentimental pick would be for The British Bulldogs to go in, with Bret Hart as the inductor, and Dynamite as the acceptor.

Highly unlikely though.

I would almost bet, for sure, Dusty Rhoads. They wanted him to this year, but he declined because he wanted to be the focal point of the event (obviously Eddie G. was this past year).

There are others that should be considered such as:

Ivan Koloff
Midnight Express
Wild Samoans
Eddie Gilbert
Rock and Roll Express
Road Warriors
Dynamite Kid
Davey Boy Smith
Rick Rude
Dick the Bruiser
Stu Hart
Bob Caudill
Mr. Wrestling II
Ron Garvin
Jake The Snake Roberts
Tully Blanchard
Arn Anderson
Wahoo McDaniel
Barry Windham
Freebirds
Alfred Hayes
Randy Savage
Ricky Steamboat
Ted DiBiase
Jerry Lawler
Adrian Adonis
Antonio Inoki
Carlos Colon
Abdullah the Butcher
The Sheik
Bruiser Brody
Owen Hart
Magnum TA
Bruno Sammartino
Bob Backlund
Wild Samoans
The Great Kabuki
Adrian Street
Jay Youngblood
Nikita Koloff
