Publishers don't cost you, they pay you. I someone tries to charge you for your work, tell the very politely to take a flying leap. Now, go to your local library and find a book titled "Writer's Market ??" the question marks are there because in the title will be a two digit year. In that book you'll find page upon page of names and addresses of publishers. There will even be a little blurb on each one to give you an idea what kind of material they're interested in. There will be other books similar to this one, so go crazy. Shotgun as many manuscripts as you can pay the postage on. Good luck.

There is an updated list of publishers, which ones are scammers and which are vanity presses. Before you submit anything make sure to check that the company is accepting unsolicited manuscripts and what format they want them in. Also research the type of books that the company currently publishes, you wouldn't want to send a children's book to a company that currently sells adult horror. Good luck!

Consult the Writer's Market book found in your local library or book store. In it, you will find publishing houses, literary agents, and more that could help you in representation or publishing.
Another reference book is the Novel and Short Story Writer's Market that is available in libraries and book stores.
Aside from some office expenses and telephone calls and printing of manuscripts, any reputable agent or publisher does not charge for their services, unless you opt for print-on-demand or subsidy publishing.
Buying the Writer's Market from a book store might cost you around $35. Joining a writer's book club will get it to your door for about $20.

It's hard to get a publisher to look at a collection of stories. They tend not to sell as well unless you're a well-known name.
I would try smaller presses ... not vanity presses like iunivers or lulu, etc. They aren't respected as much in the writing world.
You could also start your own publishing business.
