Once in a while they will do one day scheduled auditions in DC. I don't know of a website - they announce it on the local news radio (www.wtopnews.com)(<-- It is like KYW out of Philly, only out of DC..).
They definitely do NOT do them in Harrisburg or Lancaster or the surrounding area. Even places like Dutch Apple go to NYC and Chicago to audition. Short of Disney, I would suggest getting involved with a more local theatre. If you live in Harrisburg (or Dauphin, Hummlestown, Middletown, Hershey, etc) there are plenty of opportunities in the city. If you are old enough, Hershey does their audtions.. I think in February. If you live in Lancaster county, there are many small community theatres.. Ephrata, Lititz, and so on - not to mention places like Dutch Apple (which is more difficult), Rainbow (which 99% of the casts are local people) - both on Rte30, the RenFaire (auditions in Feb? I think..), Sight and Sound down below Rockvale Square toward Strasburg, Fulton Opera House, Theatre of the 7th Sister, and so on and so on and so on.
You don't say how old you are, but if you are in middle or high school, I would talk to your school's drama teacher. (If by the slim chance you go to Cocalico, the man's name is Jere Kimmich and he is really nice!). If in college, talk to a theatre prof. Or even if you are in high school, I'm sure you could pop in to Millersville or Elizabethtown or the surrounding and ask a couple of questions relating to a career in theatre!
The honest likelihood of you getting in with Disney .. without your family moving to CA .. is virtually nil. But you could have a professional career if you apply yourself and learn the discipline. If you are in college, I would also suggest looking into the Williamstown Theatre Festival in Massachusetts - I have known quite a few cinematic actors to get started there!!

Disney NEVER auditions in lancaster... you have to get on the bus, and go to Anaheim California.
