In general, counseling is a distinct field from psychology. Graduates in the field of counseling are trained for license as professional counselors, not as psychologist. Psychology is diagnosing conditions and treating those problems. You normally get a doctorate (either a Ph.D. or Psy.D. 4 undergrad with about 5 years of graduate school)
Counseling is about treating the person and not focusing on what is the problem is, but how to get better. They have either a masters, masters of education, masters of social work, or doctorate (Ed.D. or Ph.D.) Counseling is a specialization of psychology and is more holistic.
To answer your question, you need more than a Bachelors to practice counseling.
