A few free resources – check out the sources box for links:
1) Create a blog pertaining to your field
2) Use Yahoo! Local & Yahoo! Groups – Be sure to read the TOS for each one!
3) Write articles pertaining to your field and/or expertise.
4) Advertise on Craiglist
Also, consider signing up for an affiliate program. These programs enable you to advertise on other's sites (your affiliates) and once a sale is made to you, your affiliates & the program are paid a commission.

If you don't have any customers right now, try volunteering your service for a charity and ask if they will endorse your biz in exchange. Some stores and laundromats have corkboards where anybody can tack up a flyer or business card for free. (At my local Kroger, this is right by the restrooms!)
Once you get a few clients, you might try offering some type of reward or free service or discount in exchange for referrals. Your best ad is always going to be a satisfied customer telling somebody what a great job you did for them.

being a business owner i have found out no advertising is ever really free - depending on what kind of business you are starting you can put lead boxes together and try to give something away or have a drawing so you can get numbers and/or addresses to call or send mailers to!

also find forums that are in your business catagory (DO NOT SPAM THEM) but many will let you put your business website in your sig line.
There are lots of Directorys specific to certain types of companies that are free just do a search for "xxxxxx free directory" (replace xxxxxx with your business type)
Lastly PRWEB.com is really good to get the word out.

Write your company's name on the signs bums hold when they're not looking. Ok, you might have to drop a dollar in the gutter to distract them temporarily, but it's practically free!

I'm not a religious person, but a good way to get the word out is to go to sunday church services just to talk to other church goers. Tell them about what you are selling...trust me, they are more likely to buy whatever it is your selling from YOU (cuz you are like one of them) rather than buy from some stranger who might not be Christian or Jew or whatever.
