Since the email goes through the Yahoo Mail first, you need to set filters here and train Spam Guard to catch these so they go to the Bulk folder. It's a pain, but you have to view the Yahoo Mail page Inbox and mark unsolicited email as Spam before receiving mail with OE. After doing that for a while, it Will start to catch them on it's own and send them to th Bulk folder.

Either that, or you'll have to use additional Spam Blocker tools or set filters within Outlook Express.

You'll need to purchase a spam filter or simply use Microsoft Outlook rules to block the email. Noted is a guide from Microsoft - http://www.microsoft.com/windows/ie/community/columns/junkmail.mspx
