I have Empire Earth, not Empire Earth II, just the original. Sometimes it's great for killing a few hours..okay lots of hours playing against the AI when I'm really bored. The capital is where you make the worker bee people. When I play the AI makes itself a bunch of capitals all over the place to make new workers. I can't figure out how to make a new one, and have to send my workers all over from the first capital. I lost the instructions a long time ago. There is some "populate" button, but it keeps telling me I "can't populate here" on everything I highlight. What gives?

You don't need a whole new capital in order to get additional places to make new workers. This is what you do:

Make a new settlement - that's the button with the wood and fire that your workers will build and then take resources (wood, food, stone, etc.). Once the settlement has been made, you can THEN click on a worker (or lasso 5 workers), click on the populate button and then click on your new settlement. After 5 or 7 (I don't remember how many) workers have populated it, it will then be upgraded and you can make new workers from it.

I always do this when I place a settlement near food or mines because it increases the value of each load of stuff my workers drop off. It doesn't work on wood or stone, but it's still convenient to have as many worker-producing places as possible, particularly if you get attacked - if they sack your capitol you still have someplace to produce citizens.

You can also populate granaries once you get into farming - this also will increase the yield of your farms. I think you need 8 workers to upgrade a granary.

Yes, it's quite easy. If you right click on the town center building, there is a little set of numbers in the lower right hand corner that say 5/50 or something like that. If you keep adding citizens, the number grows until it hits 50/50. then it is a capital. After adding 5 citizens it should be able to produce citizens.
