What about when the kid draws a picture of a gun? Hasn't that been turned into a thought Crime? Many kids have been expelled, required to undergo psychriatric treatment/evaluations just for drawing a picture.

There is no such thing as thought crime in the real world, it was invented for the book 1984 in which the government can see your thoughts..

Sounds like the reason I oppose 'hate crime' laws. Punish the action not the motivation.

All crimes require some action component (actus rea), even if that action is mere presence or some verbal act.
