Be true to you and him if you don't mean it don't say it.If he say it that's how he feels I love you is not a question its rhetorical its a statement that does not need a reply however it is nice when you do get one

Do NOT feel pressured into telling him you love him.
Next time he says it to you just tell him that you know he loves you and it makes you happy; however, you have reservations saying it right now...and tell him why. Let him know that every time you have said it in the past your heart got broken so it's just going to take you a little longer to say it back.
Let him know how much he does mean to you (don't lie about it though) and tell him that once you're not scared anymore your heart will open up and you'll be able to say it back to him. Ask him to bear with you until that happens and not get angry.
Let him know that it was very tramatic for you when this happened before and that's why you've not said it back yet. Let him know that if you said it now it wouldn't be with your heart, it would just be the words and you don't want to do that to him. He deserves more than just empty words.
Hopefully he'll understand. If he really does care for you, he will. If he continues to get mad, or tries to pressure you into saying it, you're not going to feel right about it, so don't do it.
If he breaks up because you don't then he really didn't love you. Love is not pain. If he loves you he'll do anything to make you happy and waiting for you to say it back and really mean it will mean the world to him then.

Tell him that your not ready to say "i love you". And then tell him the reasons why your scared. But if you really do love him then don't be scared to tell him just because you had you heart broken before. Maybe this time it's different.

Just do what your heart tells you.. stay true to what you feel and stand up for what you believe in. Just always be sure to express it in a way thats not offensive. And from his attitude of getting angry when you dont give back what he offers, is a sign that something might be wrong with him.
Know him well enough...

I think you should tell him when you are ready to tell him when it just comes out of your mouth don't let anyone pressure you into say that those are very strong words and lot of people say them just to say them with out even feeling it and i think that's just wrong so take your time and say it if you really mean it and when you ready to say it good luck.

If you don't feel like you want to say, don't. Tell him that you are waiting for the right moment or that you have said it before to a past boyfriend and that relationship ended roughly?!? If he loves you, he can wait for you to reply with your own...I LOVE YOU!

why would you lie to someone and tell them that you love them when you are not sure? That is being unfair to him and yourself. He is also not being fair to you by pressuring you. Hold off. If he really loves you he will be patient.
