A couple of things to try.
On your monitor there should be a bunch of diffrent setting buttons and such, make sure on the monitor is streched out properly.. which i asssume you have done. Also you can try finding the degauss button or option, this is kinda a screen refresh and may help a lot. After you hit the button though, reset all your screen sizes on the monitor again.
Also make sure that your screen resolution on your computer is staying, under right click on your desktop properties click the display tab and make sure that stays.. 1024/768 is pretty much standard.
You may also try getting new video card drivers, look up who makes your video card and go to their website and get new drivers, this might help aswell.
Good luck

This is a hardware problem and it's probably the monitor going bad. Try a different monitor for a bit and see if that solves the problem. You might get a test loner from a shop if you agree to buy one from them if it is your monitor.

Right click on the desktop and choose properties. Then click the right most tab, Settings. In that tab, you should see a slider with screen dimensions. Click it and drag it to the left. 1024x 768 is a good size. I use 1280x1024 to fit more.

Are you using a rotary phone too? With dial up?
Could be your monitor, could be your video card.
