It's not a good thing or a bad thing, it's not a thing at all, much less a phenomenae. It's simply an expression that comes from the French and means "already seen". You can therefore apply it to anything you like. By what you inferr I guess what you wanted to mean was experiencing the phenomenae of having the feeling that you had already seen or been knowing that you never say or were in that place before. That is a whole different matter and your question should be different, you question should be something like "Is experiencing the phenomenae of having been or seen something you know you never had seen or been at bejore, a good thing or a bad thing?" In answer to that, and NOT the question you made my opinion is that it is not necessarily good or bad, it would depend on all the surrounding circumstances, including your own mental state.

It seems more a distraction than a help. Even if true, it impedes intellectual process, yields no practisable knowledge, it does not empower even if you feel empowered. True ability comes from knowing how true descriptions of existence produce true predictions or precognisense. A source for knowledge that is more mystery than knowledge of its source is a danger and a hinderance. It undermines the will and confounds the spirit, that is to say, all the emotions, the consituents of human essence. Our secure place is in the here and now, future and past in proper perspective, contingent and principle conditions have value. To see the future immediately without knowledge of how it is, is to be a passive, powerless, careless, hopeless abserver of human reality. The distortion of past, present and future makes null and void all those positive qualities which would have been, but are now destroyed, broken humanity. Be anchored in the here now, excersizing, flexing, strengthening knowledge of history, strengthening senses (as Karl Marx said) as theorticians in themselves.

For your own safety, 'deja vu' should be understood for the same reason a venomous snake should be understood, or more mysteriously, an unidentified creature.

It is neither, or both, depending on your reaction. It is an experience that can awaken an awareness of what is going on in your life, and you need to just pay attention! There are things to be learned.
