I know if I try hard enough I can lose weight by working out and eating less. I can't regain lost mental skills.

Well, that might depend on the effect it had on the health risks of obesity. If it does nothing to prevent diabetes, clogged arteries and the like, it is simply a cure for low self-esteem and impaired mobility--two things that regular exercise is great for.

There is a vaccine coming out for obesity. It will speed up metabolism. But I don't think it will impair memory or critical thinking.

No, because you can avoid obesity on your own. You don't need any fancy medication to do it.
