What is the only book in the Bible to NOT mention God?????

That would be Esther.

The books of Esther and Ruth. And John III is written to a woman, the elder lady and her children. The Song of Solomon is written about his marriage to the Shulammite and there is a lot of diaglogue in there among various groups, including the Shulammites own words, so it is about her and her relationship to her beloved, King Solomon.

For the Protestant Bible, the answer is two:
Ruth, Esther

But if you accept the "deuterocanonical" Old Testament books (as the Roman Catholic & Orthodox churches do) you will add two more:
