I think laser is the only thing that will take it off.
The only other thing you can do it cover it with make up.
If its gang tattoo, some docs will laser it off for free. Your local sheriff dept. can give you the list of docs who do this.

Contact a good tattoo artist and ask him/her to do a cover it up with good design.

razor blades..not kidding ..that's how it was done to a friend of mine years ago...you're just left with a bunch of scar tissue.

Steak knife is my weapon of choice in that scenario.
