i think you just need to bring your parents with you to peirce your lip

but if you have your parents to sign for you is 17 and under
but if you know a piercer like as a friend ask them to do it
or find a nice place and try to convince them to get one
thats how i got my navel pierced i went to a piercing place
and begged them to do it for me
and i got it then became good friends with the piercers
and now i have 5 extra piercings and im 16
