I am 14 and I have a neighbor who walks around his house naked (very disturbing). He also has walked around naked when I am in the backyard 5 times overall. I told my mom this several times (about 15 times) but she says she can not do anything about it. She also says "it is his backyard he can do what he wants to do ". My mom is the greatest. But she takes no action. I told my mom this was a felony. But she does not want to sue anybody. I told her to call him or his parents (by the way he is in his 40's and still lives with his parents) but she does not want to. My question is what can I tell my parents to react to this situation. And is he really a flasher?

if he purposely comes out when you are in the backyard, and he is naked, then that's very suspicious. you should write it down when it happens and keep a log of his crazy behavior. Does he look or talk to you when this happens? I understand your mom doesn't want to make trouble but this guy seems like a real pervert.

In his house he can walk around anyway he feels fit to do. Out in the yard, I do think that's going a little too far if he's naked there too. If your parents won't do anything to help you in your uncomfortableness, tell someone else or if all else fails, talk to your neighbor and ask him that at least while outdoors to please cover up.
