Dogbert, because he's intelligent and SHOULD be ruling the world, despite the fact he still isn't.
He's clever, quick-witted, evil and genius...but at the same time he's the best, most loyal friend Dilbert could ever have; no matter the trouble, he'll always be there to pull him out at the end...even if at the end of it all it's just one more thing for him to hold over Dilbert's head...
