is it possible that someones cell phone wont ring?

Hi all I was just wondering about cell phones. Someone i was suppose to meet up with tonight, I called and left him two voicemails and he said he didnt get either one. is it possible that this could happen?
P.S.
They have nextell for a cell company

If he was roaming on a diff service, its possible there is a delay in getting the messages to his phone when he stopped roaming.

the phone might not ring but he should get the voicemail.
