There is really nothing to justify. If your actually familiar with current day networks you will know that the OSI model is outdated and only used as a vague reference. The TCP/IP model has completely replaced it.
However, if your wondering why they weren't combined into one layer it was for simplicity sake so that people could understand it better and it could be updated more easily.
