No it is not normal for the normal person in society. Some guys do shave for certain reasons or lifestyles. Swimmers for instance.

swimmers and cyclists shave their legs - so in that way it's normal. If you shave your legs because you like how it feels, or you like to put pantyhose on afterwards, you might want to look more into your own sexuality.

I have heard a guy shaving his legs due to track or swimming. Other than that...yea it can be weird

If the guy is a swimmer, yes it is very normal. Swimmers shave their body to swim faster.
Other then that, unless you are a tranny then no.

no it's not i don't even shave my legs being that my leg hair is pretty much just invisible anyways in my opinion boys are supposed to have hairy legs
