Prefects stay until they graduate or do something to lose their status, so they only chose a new prefect when they need a new one.
She may become one when old ones graduate

Only one girl from each house can be a prefect. They chose hermione cuz she was better for the job.

i think ron and hermione are prefects until they finish the 7th yr. so there's no need for ginny to be picked. since they already have prefects.

As far as I remember, she's too young, at least a year below Harry, Ron and Hermione. Perhaps she will be when she is in the 6th year.
