What does it mean when someone says "phone is unlocked"?

Does that mean you can take it to another carrier?

Yes, the carriers lock phones to their network, but if it's unlocked then you can put any carrier's sim in it

Yes, and Unlocked phone can be used with any provider that uses aGSM network. That means in the United States you can use that phone with either a T-Mobile, AT&T, or Cingular SIM card. However they will not work with Sprint, Nextel, or Verizon, they work on CDMA networks and do not use SIM cards.
