The best one I've seen is Interpals.net (NOT interpals.com).

It's a very easy site to use. It's a database, which means you can search all kinds of criteria at once, including "keywords" (instead of just "hobbies", etc). Also, there are "browsing" pages that display the most recently registered penpals, including the first line or so of the posts.. this is good, because sometimes, it's easier to capture someone's attention with your first line than it is to try to capture their eye with your stats (age, place of birth) that really aren't that different from everyone else's stats. You can also choose to display or hide your email address.

On a side note, I used Interpals.net to meet one of my (now) very good friends. Four years ago, we met on Interpals.net and we've been writing almost every day now, and we've even visited twice- the second time, I flew to Ireland (from the US) to stand in her wedding..
