how do i deal with this neibourhood kid who is just leaning on my last nerve

he is always starting fights with my son,hewalks into my hose without knocking,he takes my kids stuff without asking,and the other day he was throwing rocks in my windows and he spits all over my daughters bicycle seat.i know what youre all thinking tell his parents right ...Wrong when my son told his father he told my son if he doesnt stop bothering him he would punch him in the face,so what do i do.
