I think you're talking about the labia minora (the inner lips of the vagina that can sometimes protrude past the vulva). It's normal. Every vagina is different and it is perfectly normal.

younger girls usually have more inside parts than outside parts, when they start to mature, those inside parts start sticking out, your genitals become more external, that's what is happening, you are maturing and it is very normal to be perplexed by this. and it's vulva , not vula vula.
