I think you're talking about your labia minora (the inner vaginal "lips").
It is perfectly normal for the labia minora (inner lips) to stick out from the labia majora. Every woman is different but, yes, it is normal and many women's vagina's look like that.
You're perfectly normal, trust me. A lot of girls are insecure about how their vagina's look but that's only because they don't see realistic pictures, unfortunately. Believe me, you're fine. Promise!

No, what you're referring to is probably the labia minora, the smaller pair of "lips" inside of the labia majora. Your hymen is just a membrane inside the vaginal canal.

No it doesn't. Your hymen is thin memebrane that is inside of your cagina. That pink stuff that you are referring to may be the inside of tha labia majora or minor that you see.
