I was suing him and he filed for bankruptcy, so if he keeps doing this to women , wouldn't it be a form of fraud, if he continues to sign I.O.Us?

Damn, he must be good in bed. He's got one heck of a racket going. Why do women fall for such losers?

A wise man once told me that "men are the way they are because women reward them for it"
It appears he was right on in this case.

He can owe you money. That's what the document says. There is no document agreement to pay it back and no due date for the payback. The court probably won't do anything for you.

If youve got in writing that he owes you money and it is dated with his signature i believe you can sue him, but i dont think this is fraud. its just like getting credit and not willing or able to pay back
