Ok I know it sounds REALLY stupid,but this guy goes to me that it is and it even has a capital city!

No , New York is not a country. It is a state. With in New York is a larger city called New York City. The State of New York contains a lot of counties and suburbs that make up the state.

The capital of New York is Albany.

New York was originally the capital of the United States before construction and planning of Washington, DC was completed. However, New York has never been its own country since the Dutch founded it in the 1600s. (I'm talking about the city)
