BOCA, has required this for years. You need an exhaust fan in any bathroom without a window.

Greetings...
Well i will paraphrase here a bit... so here goes
R303.3 Bathroom.
Bathrooms, water closets compartments and other similar rooms shall be provided with aggregate glazing area in windows of not less that 3 square feet - one half of which must be openable.
Exceptions:
The glazed areas shall not be required where artificial light and a mechanical ventilation system are provided. The minimum ventilation rates shall be 50 cfm continuous ventilation. Ventilation air from the space shall be exhausted directly to the outside.

So-- if you have 3 SF of window and half of it slides open you do not need an exhaust fan.... .but it is nice for those steam shower folks.

not in nc, but we always put vents in all baths even if window is present.....not only for the smell but to remove the water steam....
