I don't think your brother is insane, however he is "acting out" and abusing a cat is his cry for help, whether he perceives it as such or not. He may have 'disposed of' the cat, or it may have run away to escape the abuse.
Children who abuse animals grow up to be adults who abuse both animals and people.
Your brother needs help, not punishment at this point. This is a serious situation, and you didn't mention how old either of you are, so I'm going to presume since you both live at home, you are still in school. If there is a teacher or guidance counselor you are comfortable confiding in, please do so. They should have the ability to address the problem in a non-judgemental way and see if they can't get help for your brother. Counseling could help him deal with whatever it is making him feel that he needs to vent his frustrations on something less powerful than he is.

Your brother is certainly disturbed and professional help should be sought. Common trait in serial killers is that almost all abused animals.

not necesarly. how old is ur brother 4 years old or younger ?? if so he is still young and doesn't realy understand, when my bro was 3 years old he liked to play with my cat, he was obsessed i n holding her tail, he sees it amusing, something he doesn;t have:p but if ur bro is mature and old enough then i say he is insane:p no offence:p

your brother needs counseling. you need to tell your parents what you saw. many rapists, murderers and child molesters start out by abusing small animals.
