Hyperstorm. This fight will be so easy for Hyperstrom since he has unlimited powers and while Cable is not even an Omega Level Mutant. A better match would be Cable a.k.a. Nate Grey a.k.a. X-man. But yeah, back to the question, Hyperstrom is too much even for Thor or the Silver Surfer. Hyperstrom is the son of Rachel Summer and Franklin Richards and if you know the comics, you would know who those two are!!!
Anyway Hyperstrom is ofter described as Onslaught + The Pheonix and I don't see any way that Cable can take any of those two down so I won't be talking about their powers combined. Cable comes from the future yeah, but still, he can teleport and telekinesis and that's not enough to defeat Hyperstorm since he can do that too, and tons more as well.

Sorry but Hyperstorm wins. Even the FF had to get Galactus to help them defeat him and Im not sure that Even Galactus defeated him but was feeding on him last I knew for sure
