by a pool cover, I mean a net that children can't get through. I'm interested in safety, cost, convenience.

Go the fence route. A safety cover (what I believe you're referring to) is a pain to put on and off all the time and doesn't stop the kids from trying to walk on water and getting their feet wet, although it will stop them from getting in over their heads. A fence keeps them away from the pool period. There are fence kits out there now, that are installed into existing deck, that are a mesh and can be unlocked and completely removed from around the pool in minutes. I can't for the life of me remember the name of this system, but I have seen it retrofitted to a few pools and it seems a good enough deterrent for kids and animal alike

Convenience and safety have to take precedence over cost. A fence is MUCH safer, provided any gates have latches which are placed out of the reach of children, it is of the legal height (which I believe is 5 feet high, with no space between bars larger than 8 inches) and is adequately anchored to the ground or pool deck.
1. A fence allows visibilty of the pool area. You can see if someone's in the pool area and in most cases, if someone is in the pool. A pool cover, if someone is trapped underneath, you may not see them at all. This applies to anything in your pool.
2. A pool cover needs to be removed and stored when the pool is in use, and then replaced when you're done. A fence just sits there, all the time, definitely more convenient.
3. A fence will cost a lot more than a cover, but what price do you put on your child's safety? Here in Arizona, a LOT of homes come with pools and a fence is mandated by law. If you have a pool, you must have a fence. Even so, we still have way too many accidental drownings in AZ every year.

Get the fence. It will add to the value of the home a lot more than a pool cover will.

I have both. If you have a built in pool you may have to have a high fence around it as to protect children. The pool cover is way more cheaper but not as safe. If you have small children do yourself a favor and get a fence. So you will have them around for along time

No. this would possibly not get lined, as that's a upkeep situation. the homestead insurance pays for unexpected and unintentional loss/ damages. verify in case you have guarantee in this. You will probably need both. A fence with a gate that locks will hopefully keep out neighbors while you are not at home.

And a cover for in the winter time to keep the leaves out.

a pool cover with alarm. in the state of new mexico, even if you have a fence and pool cover, if someone gets injured or drowns in your pool, you are liable. pool cover just makes it harder for someone to sneak into your pool when you are gone

a pool mostly bc that would ttake the heat away from summer and it is also more fun
