The ten-word sentence is "I am asking you what this ten word sentence is?" To actually answer the question it poses, it is a question, or in "grammar-speak", an interrogative.

An interrogative, if it's a question.
If it's not a question, it's a declarative. "I am asking you what this ten word sentence is."
I think I have this right.. .yeahh.. uhh hmm..

"Can you answer this question if it is a question?" is a interrogative or question.

Yes, I can answer this question if it is a question.
If you were asking me then I could answer "yes" or "no" , the answer depending if you were asking me it or not. Or, I could answer it: "I don't know, are you?"
