Join a club...
Join a gym...
Go to night courses at college...
Take up a hobby...
If you work...offer some of your work mates round for a drink...
Put an ad in the paper..Don't sound desperate.... You could say new to the area ...looking for friends to go clubbing...movies..that sort of thing.
Your master of your own universe....

Seriously, though, writing with complete words would be a good start. Communicating well (understandable, polite, interesting) is essential to maintaining relationships of any kind.
