Also after you partition your hdd you must install Win98 first then Winxp. Always install the older O/S first (in this case Win98). I have done this before and when the PC boots up, it gives me a choice as to which O/S I want to run. Oh, I used partition magic to partition my hdd.

You must have the older OS first. But it's not necessary to make partition for it. Windows XP can do that for you, because you will be given selection!
Assume you already have the Win98 on your system, then go to setup to boot on CD, then it will INSTALL the WinXP. When it finished and reboot itself, press DEL key to go again on setup, and boot on drive C. Otherwise it will re-install and re-install your winxp!

I dono why youd want to do this, but run XP first, when its installed, go to add\ remove programs and install 98 on top of that, the part in add remove click windows thing, not sure exactly how to do it but thats my guess

You didn't install them right, you have to partition the HDD and then install them (you will need to change the boot.ini if you want windows 98 to start up over XP).

make sure XP is on a different hard drive, or on a second partition. if you have two hard drives, make sure your first hard drive is set to master, and your second is set to slave. if you want to boot into xp, tap F8 at the BIOS, and select XP. if it's not working, it may not have installed correctly.
