The biggest danger is if he forcefully blows air into your vagina, especially while you are on your period. That can actually cause an embolism (a bubble or material floating through your bloodstream). If he has an STD on his lips/mouth, there's a chance you could catch that, and likewise if you have an STD you might pass it to him. And I guess he could get a neck cramp or something...
On the whole (um, sorry...), it's safe and super enjoyable for both him and you!

It's not a bad thing as long as the p**** is clean and STD free and as long as the female is not on her menstrual cycle. There is nothing wrong with oral sex. In fact some women prefer oral sex over regular sex. It is a really good feeling. It is definitely not bad and I prefer it.
I assume you are asking because you want to try it. So try it.
