Here's why crunches don't work. You are only working a few muscles doing a crunch, so you aren't going to lose much fat. You need to be doing full body exercises, things like squats, squat thrusts, and deadlifts. I know those all sound really manly, but if you stick to a lighter weight that allows you to complete 20-25 reps in 3-4 sets, you won't gain a ton of muscle but you'll tighten up your figure. By stimulating more of your body to work, you will burn more calories, otherwise I would type answers on my computer all day and look buff.
Also, try interval training. This also sounds manly, but that stigma needs to be broken. This is when you go all-out (hard work) for 20s, then slower paced for 1m 40s. Do this for 25-30m, 4 days per week. Rotate between the bike, running, and elliptical. This keeps your body constanlty guessing and adapting, thus constantly burning fat to use as fuel. It also promotes a higher metabolism for the next 24-36h.
Don't be afraid of weights, if you are really afraid of them, use dumbbells, most people find them easier to handle than the big bars.
A couple final words: stretch your hamstrings twice a day for 30s each time. This keeps your lower back stretched out, and reduces your slouch, which in turn is part of the reason for you protruding tummy. Finally, clean out your diet. Get rid of anything with high fructose corn syrup (HFCS). HFCS is so heavily processed that your body throws it right into the bloodstream, burning almost no calories to digest it, and your body finds too much glucose in the blood, thus you start to store all that HFCS as fat. :( . Try to stick to 100% whole grains, lean meats, and healthy unsaturated fats. Also, eat 3 meals and 3 snacks each day (one snack after dinner). This keeps your metabolism up, and your hunger down. Try to make your snacks as protein heavy as possible!

Have you had a baby? If so, your tummy could come from a diastasis created in your abdominals from stretching to accommodate the baby. I recommend doing the exercises in "Lose your Mummy Tummy" along with a good aerobic exercise program.
If it's not due to having a baby, then the only answers are either significant weight loss or surgery. It's not really possible to target weight loss on a specific part of the body, unless your abdominal fat is due to something like insulin resistance, in which case a higher protein, lower carb diet might help.

For probably the most aspect they consume no dairy. They don't consume snack meals as we comprehend it. When I was once in China in 1993 I noticed them consume tiny candied apples on a stick and popcorn and candy potatoes roasted within the streets. they don't consume colossal portions of meat, most effective skinny slivers stir fried. They consume often rice with condiments of meat fish and veg on best. They drink colossal quantities of tea. and so they spend some of the waking day outside doing the whole lot outside. When I was once there, there have been no vehicles, simply bicycles. and, finally, the grandparents carry the kids at the same time the mother and father paintings. This continues their minds and our bodies energetic.

I guess, the question is how did your Tummy get there.
This will help target your answer.
Changing your diet by avoiding carbs. & anything white & a good exercises program will help. But it's really about a life style change.
